I had the same problem as many others - I'm not sure when it actually started, but pages that use Flash show the error 'Adobe Flash Player is out of date'.

I'm running Windows 7 Pro 64bit, Opera version 48.0.2685.50.
When I first noticed the error I was running Flash 27.0.0.130.
I upgraded to the latest Flash - 27.0.0.170, but still had the error.
I've checked Turbo mode - not enabled.
Privacy mode - no change.
I've tried adding explicit permissions/exceptions - no change.
I've cleared all cache, temp files, etc. - no change.
I've restarted my PC - no change.
I've reset all Opera settings to default by deleting the '%USERPROFILE%AppDataRoamingOpera SoftwareOpera Stable' folder - no change.

OK, so it's probably not Opera... Read on!!!

I opened Windows Control Panel and looked at Flash Player's Updates tab and it showed 27.0.0.170 as the ActiveX version, but it still showed 27.0.0.130 for the NPAPI and PPAPI Plug-In

Versions. I uninstalled the older NPAPI and PPAPI Flash versions via 'Programs and Features' (also called 'Applications', 'Add/Remove Programs' in other Windows versions) and reinstalled Flash.

Only the PPAPI version was reinstalled, but it now shows as version 27.0.0.170.

Note - This updated for both Opera and Chrome(?) - both of which use the PPAPI version. For other browsers, first remove the old versions of Flash to ensure that there isn't a conflict, then open the browser for which you want to enable Flash, browse to 'Https://get.adobe.com/flashplayer' and deselect the optional offers, run the installer. It should detect, download, and install the proper version of Flash, based on the browser you are using for the installation.
FYI - Internet Explorer uses the ActiveX version, Chrome and Opera (both are Chromium-based browsers) use PPAPI, but supposedly Google Chrome integrates and supports Flash as part of the browser 'package', Firefox and Safari use NPAPI. (See https://forums.adobe.com/thread/1054736).
